Data from the 2019 Oxford Internet Survey (https://oxis.oii.ox.ac.uk/reports/) shows that 40 percent of those aged 50 and over, and with household earnings below £20,000 per year, are internet users. My department is not currently planning to introduce targets for digital inclusion.
