To ask the Secretary of State for Education what steps he is taking to ensure access to digital learning for adult learners that do not have access to (a) devices and (b) the internet.

We are exploring options within adult education and will be making decisions shortly on where we may be able to introduce flexibilities into the Education and Skills Funding Agency’s Adult Education Budget Funding Rules 2019/20 to help remove barriers, including IT equipment or connectivity costs, for learners wishing to access their provision online. Any changes that we introduce will be communicated via the Covid-19 operational guidance published on GOV.UK.
