To ask the Secretary of State for Transport, whether his Department has undertaken any assessment of Network Rail's capability to deliver major infrastructure investments over the last three years.

The Hendy Review re-planned Network Rail’s investment programme for the funding period leading up to 2019, while the Bowe Review undertook an assessment of the investment planning process for Control Period 5 (2014-19).
Following the review the Department and Network Rail have worked together to strengthen the governance and day-to-day management of the process for planning and overseeing rail enhancements. This has included the creation of a Portfolio Board to enable us to govern the enhancements lifecycle at the portfolio level.
