To ask the Secretary of State for Transport, what discussions his Department has had with the Department for Work and Pensions on the effect of time restrictions on the disabled person's bus pass on the ability of disabled people to access employment.
21 April 2017
The Government recognises the importance of accessible transport for disabled people and my Department continues to engage on a regular basis with the Department for Work and Pensions and other Government Departments as well as local authorities and the transport sector on this issue.
The statutory minimum bus travel concession scheme applies to off-peak travel when there is likely to be unused operational capacity on buses. Whilst I appreciate that concessionary pass holders might wish to use buses before 9.30am, the statutory times were set out in the Transport Act in 2000 and in the current economic climate there are no plans to extend the statutory scheme to include peak time travel.
It remains very much open to each local authority to decide whether to offer its residents local concessions over and above the statutory minimum, including peak hour concessions.
