To ask the Secretary of State for Foreign and Commonwealth Affairs, what discussions he has had with the Scottish Government on the franchise for the proposed referendum on the UK's membership of the EU.

The franchise for the proposed referendum on the UK’s membership of the European Union is a matter for the United Kingdom Parliament. I gave an update on the EU Referendum Bill to the Scottish Government and other Devolved Administrations at the Joint Ministerial Committee (Europe) on 15 June 2015. The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), provided a similar update at the British-Irish Council on 18 and 19 June 2015.
