To ask the Secretary of State for International Development, what conditions her Department has imposed on the release of development aid for Iraq; and what arrangements she has made for oversight of the distribution of such aid.

All UK assistance for Iraq is channelled through organisations that have experience of delivering humanitarian aid in difficult and dangerous places. All partners that receive UK funding must also demonstrate full compliance with humanitarian principles. NGO partners have to be pre-qualified to apply for funding under DFID's Rapid Response Facility, which is the mechanism that we are currently using in Iraq. This process applies a rigorous process of due diligence, where organisations must demonstrate clear and accountable governance structures, with transparent and accountable financial procedures. UN agencies are assured through the Multilateral Aid Review (MAR).
