To ask the Secretary of State for Justice, what proportion of new matter starts are held back from being awarded at the outset of the contract; and on what grounds they are so held back.

No matter starts are held back from being awarded at the outset of the contract. The Legal Aid Agency, which is responsible for running tender processes for legal aid contracts, advertises the volume of matter starts it is seeking to award in contracts as part of the tender process.
